Proceedings of the Iola Village Board of Trustees, Monday, February 13, 2017, 6:00 p.m.

     President Pro-Tem Harper called the regular monthly meeting of the Iola Village Board of Trustees to order at 6:00 p.m. at the community center.   President Pro-Tem Harper made the open meeting statement that this meeting and all other meetings of this Board are open to the public.  Proper notice has been posted and given to the press in accordance with Wisconsin Statutes so the citizenry may be made aware of the time, place and agenda of this meeting. Board members present: President Pro-Tem Harper, Trustees Anderson, Rasmussen, Murphy and Parks. President Edler was present via speakerphone.  Trustee Briquelet was excused were excused. Others present: Attorney Meagher, Clerk Johnson, Glenn Tetzlaff and Lyle Mork.   President Pro-Tem Harper led the Board in the pledge of allegiance.

     Moved by Jim Rasmussen, seconded by Richard Anderson, to approve minutes of the last regular meeting of January 9, 2017 as written, motion carried.

     Moved by Pamela Parks, seconded by Jim Rasmussen, to approve minutes of the caucus of January 9, 2017 as written, motion carried.

     Moved by Terry Murphy, seconded by Pamela Parks for the Board to accept the police monthly statistical report as prepared by Chief Prahl, motion carried.

     Glenn Tetzlaff gave a presentation to the Board regarding proposed renovations to the bathrooms at the park.  The doors will have to be widened from 32 inches to 36 inches.  As redesigned, the women’s restroom will have 3 stools and 1 sink.  The men’s restroom will have 2 hanging urinals, 2 stools and 1 sink.  It is anticipated that work will start in March or April and be done by the summer.   Ventilation will be done through the windows and the plan is to purchase a door with vents at the bottom.  New LED light will be installed.  Fans will be installed and set to operate with a thermostat.  The light will operate by motion detection so they will not have to constantly be on like the current situation.  Glenn presented a bid from Mechanical Connections for $7,000.00 to cover substantially all of the plumbing.  However, he is going to get a competing bid for the plumbing and also obtain bibs for the concrete, soffit and fascia, fans and anything else that might be required.  Glenn anticipates that the entire project will cost somewhere between $10,000.00 and $12,000.00.  The matter will be put on the agenda for final action at the March Board meeting.  As part of the process, approximately 6 to 8 pine trees will be removed because they are in poor condition and if they fell, would topple on top of the restrooms.

     Moved by Terry Murphy, seconded by Jim Rasmussen, for the board to adopt resolution #17-02 (copy attached) that the sum of $12,392.83 not spent in the year 2016 for the Village park budget be transferred into the 2017 budget for the Village park budget and be added to the prior amount, motion carried.

     The monthly bills were presented to the finance committee for approval.  The finance committee examined the bills and recommended that they be allowed.  Moved by Jim Rasmussen, seconded by Pamela Parks, that the recommendation of the finance committee be adopted and an order drawn on the treasury for the various amounts, motion carried. 

     The chamber report (copy attached) as prepared by Tammie Jo Berg was distributed.
